DOTr to proceed with PUV modernization program

The Public Utility Vehicle Modernization Program, a comprehensive system reform that will entirely change the public land transportation landscape, features a regulatory reform and sets new guidelines for the issuance of franchise for road-based public transport services. It devolved the function of route planning to the local government units as they are more versed in the terrain and passenger demand within their respective territorial jurisdiction.

The Department of Transportation (DOTr) will continue implementing the Public Transport Modernization Program (PTMP), Secretary Vince Dizon said, assuring support for drivers who complied with government orders to consolidate and purchase modern units.

In a recent radio on Monday, Dizon acknowledged that many operators who joined the program are struggling to pay their debts.

"Sa mga hindi pa nakakapasok [sa PTMP], mayroon tayong mga paraan para makabiyahe sila ulit (For those who have not yet joined [the PTMP], we have ways for them to be able to operate again)" he said, adding that consolidation efforts will continue.

Dizon said the government will implement a gradual process to include operators who have yet to join the program. The current focus remains on resolving issues faced by participants, particularly those experiencing financial losses.

Operators who have not completed consolidation may still operate by applying for provisional franchises through the Land Transportation Franchising and Regulatory Board (LTFRB). These provisional franchises allow operation on alternative routes and are renewable annually.
