Napolcom to confer PESE Certificates to 209 police lieutenant colonels

The National Police Commission (NAPOLCOM) announced Monday that it is set to award the prestigious Police Executive Service Eligibility (PESE) Certificates to 209 deserving Police Lieutenant Colonels (PLTCOLs) during the 19th PESE Conferment Rites, scheduled for 5 June 2025, at 9:30 AM, at the Jesse M. Robredo Hall, DILG-NAPOLCOM Center in Quezon City.

Gracing the event as Guest of Honor and Speaker is Department of the Interior and Local Government (DILG) Secretary and Ex-officio NAPOLCOM Chairperson Juanito Victor C. Remulla. He will be joined by Vice Chairperson and Executive Officer Atty. Rafael Vicente R. Calinisan, Commissioner Ricardo P. Bernabe, Commissioner Josephus G. Angan, Commissioner Beatrice Aurora A. Vega-Cancio, and PNP Chief and Ex-officio Commissioner P/Gen. Rommel Francisco Marbil in conferring the eligibility certificates to the latest batch of PESE conferees.

The conferment ceremony marks the culmination of a meticulous two-phase selection process designed to uphold the highest standards of leadership and integrity within the police service. Candidates underwent a comprehensive written examination and a rigorous validation interview, each aimed at assessing their capacity for sound judgment, proven leadership, and steadfast commitment to the core values of policing.

The PESE Certificate is a requirement for appointment to third-level ranks in the PNP, from Police Colonel to Police General, in accordance with NAPOLCOM Resolution No. 2006-082. The eligibility affirms the candidate’s capability to navigate the complex demands of senior police leadership, particularly in matters concerning public safety, ethical governance, and organizational development.

Calinisan emphasized the importance of the PESE process in fostering a culture of excellence and accountability within the police service.

"This distinction reflects not only their qualifications but also their dedication to exemplary public service," Calinisan said.

"The PESE is not merely an eligibility. It is a testament to an officer’s readiness to lead with integrity, vision, and courage. Through this program, we ensure that the highest standards of leadership and public service are consistently met and sustained," he added.
