Aliling recalibrating 4PH for more affordable homes

The Department of Human Settlements and Urban Development (DHSUD) is ramping up efforts to address the country’s urgent need for affordable homes by expanding its flagship Pambansang Pabahay Para sa Pilipino (4PH) program to include subdivision-style housing projects.
Speaking at the DHSUD central office, Secretary Jose Ramon P. Aliling said on Monday that the recalibration of the 4PH will make the program more inclusive and responsive to Filipinos’ diverse housing needs.
“We are broadening the 4PH by incorporating horizontal developments, alongside the vertical condominiums that have been our focus. This will help increase housing output and reach more families,” he said.
The shift aims to accelerate housing production by making room for subdivision-type projects, which local governments and private developers often find more practical and faster to build.
Aliling also underscored the department’s commitment to transparency and good governance, reaffirming a strict zero-tolerance policy for corruption.

To ensure a unified approach, Aliling called for stronger cooperation among DHSUD’s key shelter agencies and invited private developers and other stakeholders to monthly dialogues aimed at harmonizing policies and streamlining housing procedures.
“By working closely together, we can provide better services and make housing more accessible to all Filipinos,” he said.
The expanded 4PH program is a cornerstone of the administration’s plan to deliver one million housing units annually through 2028 to address the country’s growing demand for affordable shelter.
