
CEBU CITY — Cebu Governor-elect Pamela Baricuatro on Tuesday formally sought the assistance of the Department of the Interior and Local Government (DILG) to ensure a smooth transition of power before her assumption of office on 30 June 2025.
“Consistent with the guidelines provided under Memorandum Circular 2025-016 dated 13 March 2025, which tasks the DILG Provincial Office to directly facilitate the transition and turnover of responsibilities, I would like to seek your help on this matter,” Baricuatro said.
She noted that she had already written to DILG Regional Director Leocadio T. Trovela earlier that day to request assistance in the transition process.
“I have created a transition team to be headed by Atty. Edmund T. Lao to work with you and coordinate with the outgoing administration,” Baricuatro said.
Lao is a three-term Danao City councilor and a licensed customs broker.
Baricuatro also named the other members of the transition team: Paulo Uy as vice head for IT and digital, Ruben Licera as spokesperson for media, information, and tourism, Aldwin Empaces for administration, Atty. Rubie Virtucio for legal and legislation, former Sta. Fe Mayor Jose Esgana and Ferliza Contratista for human resources and communications.
The team is expected to coordinate closely with the current provincial leadership to ensure an orderly and efficient turnover.
