
The Commission on Elections (Comelec) on Monday proclaimed the 52 party-list groups that secured seats in the House of Representatives following the 2025 midterm polls.
Under the 1987 Constitution, 63 House seats — equivalent to 20 percent of the total — are allotted to party-list representatives. Comelec Chair George Garcia confirmed that three party-lists earned three seats each, another three secured two seats, while the remaining groups will each receive one seat.
Based on the official National Certificates of Canvass from the National Board of Canvassers (NBOC), Akbayan topped the list with 2,779,621 votes. Its first three nominees are Chel Diokno, Percival Cendaña, and Dadah Kiram Ismula.
Trailing Akbayan were Duterte Youth (2,338,564 votes) with nominees Drixie Mae Suarez Cardema, Berlin Baday Lingwa, and Rod Godfrey Waggawag Bawalan, and Tingog (1,822,708 votes), represented by Julian Romualdez, Jude Acidre, and Happy Calatrava.
Also earning three seats each were 4Ps (1,469,571 votes), ACT-CIS (1,239,930), and Ako Bicol (1,073,119).
Other party-lists proclaimed include Uswag Ilonggo, Solid North, Trabaho, CIBAC, Malasakit@Bayanihan, Senior Citizens, PPP, ML, FPJ Panday Bayanihan, United Senior Citizens, 4K, LPGMA, COOP-NATCCO, Ako Bisaya, CWS, Pinoy Workers, AGAP, Asenso Pinoy, AGIMAT, TGP, SAGIP, Alona, 1-Rider, Kamanggagawa, GP (Galing sa Puso), Kamalayan, Bicol Saro, ACT Teachers, One COOP, KM Ngayon Na, Abamin, TUCP, Kabataan, Magbubukid, 1Tahanan, Ako Ilocano Ako, Manila Teachers, Nanay, Kapuso PM, SSS-GSIS Pensyonado, Dumpter PTDA, Abang Lingkod, Pusong Pinoy, Swerte, and PHILRECA.
Out of 155 participating groups, over 41.6 million party-list votes were cast nationwide.
Garcia noted that party-list groups that fail to reach the 2 percent vote threshold in two consecutive elections will lose their accreditation and must reapply to participate in future elections.
Akbayan, which previously faced delisting after failing to win seats in 2019 and 2022, secured its return when the Supreme Court canceled An Waray’s registration and awarded Akbayan the final party-list seat of the 2022 polls.
The proclamation, held just seven days after election day, is the quickest since automated elections began in 2010. In comparison, the 2019 results were announced nine days post-election, while the 2010 process took 21 days.
Meanwhile, Comelec suspended the proclamations of Duterte Youth and Bagong Henerasyon (BH) party-lists due to unresolved legal challenges.
"The Commission, the National Board of Canvassers, suspended their proclamations due to their pending cases," Garcia said, noting the poll body expects to resolve the cases on or before 30 June, before all winners formally assume office.
Garcia assured that the suspensions do not invalidate the groups’ victories but said the Commission preferred to settle all legal issues beforehand.
The Duterte Youth case stems from a 2019 petition that argued the group's registration was “illegal and unconstitutional” due to lack of proper publication and hearing, as required by the Constitution and the Party-list System Act.
