
The Philippine Charity Sweepstakes Office (PCSO) gathered about 430 Lotto and 79 Small Town Lottery (STL) agents from across the country at its Agents' Summit held Tuesday, 13 May, at the newly opened Foro de Intramuros. With the theme “Beyond the Jackpot: A Commitment to Responsible Gaming,” the event highlighted the crucial role of agents in promoting ethical gaming and combating illegal operations.
In his keynote message, PCSO General Manager Melquiades A. Robles urged agents to go beyond their operational duties and serve as advocates of responsible gaming.
“As our valued agents, you are not only operators — you are advocates,” Robles said. “Your role in promoting responsible gaming and protecting players from exploitative practices is crucial. Together, we must preserve the integrity of our games and shield the public from illegal operators who prey on vulnerability and misinformation.”
Robles also discussed PCSO’s ongoing digital reforms aimed at increasing transparency and operational efficiency. These include modernized remittance systems, stronger cybersecurity protocols, and alignment with global standards.
“Ultimately, every bet placed through our legal channels contributes to a higher purpose: funding lives, saving lives,” Robles added.
The summit featured guest speakers who addressed key issues surrounding illegal gambling and responsible gaming:
CIDG Chief Police Maj. Gen. Nicolas Torre III tackled the role of responsible gaming in curbing illicit activities.
PAOCC Undersecretary Gilbert Cruz discussed the ongoing challenges of illegal gambling.
Fe Celebrado of the DTI’s PSDD offered insights on fair play and social responsibility in gaming.
IT Services Department Manager May Cerelles presented PCSO’s digital innovations.
Donald Limcaco of DFNN introduced “Lottomatik,” a new digital betting platform designed to modernize the lottery experience.
A Q&A session enabled agents to engage directly with PCSO leaders, including Chairperson Felix Reyes, GM Robles, Maj. Gen. Torre III, and Usec. Cruz.
The summit concluded with a panel discussion and networking session led by Robles, Atty. Lyssa Grace Pagano (AGM for Gaming Product Development and Management), and Remeliza Jovita Gabuyo (AGM for Branch Operations). The discussion emphasized innovation, collaboration, and unified efforts in upholding responsible gaming practices.
The PCSO reaffirmed its vision of a transparent, accountable, and socially conscious gaming landscape — where agents are seen not just as operators, but as vital partners in public service and nation-building.
