Former President Rodrigo Duterte is not covered by the Executive Order (Eo) issued by United States President Donald Trump, Foreign Affairs Secretary Enrique Manalo said Thursday.
Manalo made the assertion when he was asked about it by Senator Imee Marcos during the resumption of the Senate Committee on Foreign Relations’ inquiry into the arrest of Duterte.
“Since the Philippines continues to reject the jurisdiction of the ICC — we are not a party to the Rome Statute — both of the conditions indicated in the executive order, is the former president therefore a protected person under the issuance of President Trump?” Marcos asked Manalo.
The senator was referring to the EO issued by Trump in February in which he stated that the US “unequivocally opposes and expects our allies to oppose any ICC actions against the United States, Israel, or any other ally of the United States that has not consented to ICC jurisdiction.”
