
Four Korean nationals were arrested in a joint operation conducted by the National Bureau of Investigation-Pampanga District Office (NBI-PAMDO) and military intelligence personnel, it was learned yesterday.
NBI Director Jaime Santiago identified the arrested individuals as Kim Minha, Kim Haesu, Kim Minsuu, and Jang Jin.
According to reports, on 27 February 2025, a team from NBI-PAMDO, in coordination with the military intelligence unit of the Philippine Air Force (PAF), executed a warrant to search, seize, and examine computer data (WSSECD) at a condominium in Brgy. Sta. Cruz, Porac, Pampanga. The operation was carried out under the guidance and supervision of Director Santiago.
The case stemmed from intelligence reports indicating that the premises were being used as an illegal online gambling hub operating without a license from the Philippine Amusement and Gaming Corporation (PAGCOR).
Based on this information, authorities applied for and were granted a WSSECD for illegal online gambling under Presidential Decree No. 1602 in relation to Republic Act No. 10175, or the Cybercrime Prevention Act of 2012 by the Presiding Judge of the Regional Trial Court (RTC) Branch 81, Malolos City, Bulacan.
During the operation, law enforcement officials seized computer devices and other gambling paraphernalia. The four suspects were subsequently charged with illegal online gambling under Presidential Decree No. 1602 in relation to Republic Act No. 10175.
Further investigation by NBI-PAMDO, in coordination with Interpol, the Korean Embassy, and the Korean National Police Agency, revealed that two of the arrested individuals — Kim Minha and Kim Haesu — are fugitives wanted for prosecution in South Korea. Both have Interpol Red Notices issued against them.
Records show that Kim Minha and Kim Haesu are members of a Korean voice phishing syndicate that has been operating in the Philippines since 2017. They allegedly defrauded victims by posing as bank representatives, amassing approximately USD 840,000 through fraudulent schemes.
The Chuncheon District Court of the Republic of Korea has issued arrest warrants for fraud (Criminal Act 347-(1)) against the two fugitives.
The case is scheduled for trial at RTC Branch 115 in Angeles City. Meanwhile, Kim Minha and Kim Haesu remain in custody at NBI-PAMDO.
Director Santiago commended the NBI-PAMDO and PAF intelligence unit for the successful law enforcement operation, highlighting their efforts in international collaboration to capture fugitives hiding in the country.
