Graft complaints filed over alleged P241-B budget insertions
Davao Del Norte Rep. Pantaleon Alvarez, Atty. Ferdie Topacio, Senatorial aspirant Jimmy Bondoc, Citizens Crime Watch’s Diego Magpantay, and Ret. Gen. Virgilio Garcia file criminal and graft complaints before the Office of the Ombudsman on 10 February 2025, against House Speaker Martin Romualdez, House Majority Leader Manuel Jose Dalipe, former House appropriations committee chair and Ako Bicol Party-list Rep. Zaldy Co, and Acting appropriations committee chair Marikina Rep. Stella Quimbo. The complaints allege P241 billion in “illegal” insertions in the 2025 national budget. The complainants claim these changes were made after the bicameral conference committee’s ratification and were included in blank sections of the signed budget.
