Virgilio Garcia file criminal and graft complaints before the Office of the Ombudsman on 10 February 2025, against House Speaker Martin Romualdez, House Majority Leader Manuel Jose Dalipe, former House appropriations committee chair and Ako Bicol Party-list Rep. Zaldy Co, and Acting appropriations committee chair Marikina Rep. Stella Quimbo. The complaints allege P241 billion in “illegal” insertions in the 2025 national budget.
