The Commission on Human Rights (CHR) on Wednesday said it has started an independent investigation into the reported killings of local executives and election candidates in the provinces of Zamboanga del Sur and Maguindanao.
“We denounce similar incidents which violate the most fundamental of all rights—the right to life—this time affecting public officials and candidates as we approach the 2025 National and Local Elections,” the CHR said in a statement.
Citing reports, CHR lamented the killing of a councilor from Barangay Upper Dumalinao in Dumalinao town, Zamboanga del Sur, who suffered 12 gunshot wounds, resulting in their immediate death on 3 January.
It was followed by the fatal shooting of another councilor from Barangay Lantawan, in the same municipality, while riding their motorcycle on 4 January.
In a separate incident, the chairperson of Barangay Sambulawan in Datu Salibo, Maguindanao del Sur, was shot multiple times at his home shortly after praying on the balcony in January. The victim was declared dead on arrival after reaching a nearby hospital.
Also, a candidate for municipal council in Northern Kabuntalan, Maguindanao del Norte, was declared “dead on the spot” in January due to an ambush while riding a motorcycle on the way to his home from the Midsayap area.
The victim was a former chairperson and councilor of Barangay Paulino Labio, Northern Kabuntalan.
CHR lamented that authorities are still determining whether the killings were politically motivated.
“The Commission expresses its utmost concern on the recurring reports of local officials being attacked and killed, as these undermine the integrity and effectiveness of public service and cultivate a culture of fear and violence in communities,” the CHR stated.
The Commission said such incidents “jeopardize the safety of individuals.”
“We must be reminded that a secure environment is essential for conducting proper and credible elections, thereby enabling every citizen and voter to participate in political processes without fear for their safety,” it added.
The CHR stood firm in its commitment to upholding and safeguarding the rights to life, liberty, and security, including those who are dedicated to serving their respective communities. Hence, the push for an independent investigation.
“We remain steadfast in collaborating with the relevant agencies to ensure that these cases are investigated and prosecuted with justice, fairness, and transparency,” it said.
