
The Department of Social Welfare and Development (DSWD), under the direction of Secretary Rex Gatchalian, has extended initial assistance to the family of a college student who was seen being manhandled by a security guard in a video that quickly went viral on social media.
On Friday, 17 January Assistant Secretary and DSWD spokesperson Irene Dumlao personally delivered P20,000 to Nanay Judith, the mother of 22-year-old Jeny, the college student at the center of the viral incident. Jeny, known as the “sampaguita girl,” was at home during the DSWD social workers’ visit.
“Nanay, this is just the initial assistance we’re providing,” Dumlao told Judith as she handed over the cash. “Our case manager will return to conduct another interview to gather more information. We want to ensure we can offer you more help.”
Dumlao explained that the DSWD social workers will continue to assess the family’s situation to determine other forms of support, such as the Sustainable Livelihood Program (SLP), which could assist them in growing their sampaguita-selling business.
“We want to help you, and maybe you could benefit from our SLP to further grow your sampaguita business,” Dumlao added.
During the interview, Nanay Judith shared that their household had once been a beneficiary of the Pantawid Pamilyang Pilipino Program (4Ps), but they graduated from the program when their youngest child turned 19.
She also mentioned that Jeny is currently a first-year student studying for a Bachelor of Science in Medical Technology.
Judith explained that Jeny works hard to finish her studies and sells sampaguita after class to earn money for her school expenses. “They strive to sell so they can pay for their school supplies, fare, and other needs. Whatever is left, they save for tuition fees,” she said.
Judith also revealed that she personally makes the sampaguita, and her husband, Tatay Joel, along with their children, helps with the selling.
The viral video showing Jeny being manhandled by a security guard occurred in December 2024, just before Christmas. The family confirmed they will not pursue charges against the security guard involved in the incident.
“On the part of the DSWD, we want to emphasize that we do not tolerate gender-based violence,” Dumlao said. “It’s important that both the private and public sectors work together to protect the rights and well-being of everyone.”
