Some people, particularly those who engage social media platforms, are confused about the bicameral conference committee’s decision to deprive the Philippine Health Insurance Corporation (PhilHealth) of its P74.431-billion subsidy for 2025.
News reports about the “zero” subsidy for PhilHealth are spreading quickly, instilling fear among vulnerable groups, particularly senior citizens and indigent individuals, who are concerned their free PhilHealth coverage may cease.
As the national health insurance program, PhilHealth was initially granted a budget subsidy of P74.431 billion to support its operations and healthcare services. However, during the budget deliberations, the Senate significantly reduced this allocation, adjusting it down to P64.419 billion.
Following this, the bicameral conference committee responsible for reconciling the differences in the budget proposals of the two houses of Congress ultimately decided to eliminate the subsidy for PhilHealth altogether.
