The Manila Electric Company (Meralco) has signed a memorandum of understanding (MOU) with the Philippine National Police (PNP) to combat the rampant theft of electricity distribution facilities. The partnership aims to address the growing problem of stolen electric meters and other materials that compromise the safety and reliability of the power supply.
Meralco and the PNP's Crime Investigation and Detection Group (CIDG) will work closely to investigate and prosecute individuals involved in these illegal activities. This collaboration includes specialized training for PNP-CIDG personnel to identify power distribution facilities, ensuring more effective apprehension of violators. Meralco will also provide legal assistance to PNP personnel facing cases related to their official duties in addressing electricity theft.
In return, the PNP will offer operational support to Meralco, assisting in investigations and apprehensions related to the theft of power distribution materials. Both parties will also educate the public about the dangers and consequences of using stolen electricity facilities through community roadshows at the barangay level. These events aim to raise awareness about the impact of such illegal acts on residents' lives and livelihoods.
A technical working group will be formed to explore further collaborations and regularly evaluate processes to ensure compliance with Republic Act No. 7832, the Anti-Electricity and Electric Transmission Lines/Materials Pilferage Act of 1994. The law was designed to protect the integrity of power distribution systems and maintain stable and reliable electricity services.
“Being a distribution utility, whose assets are exposed and generally accessible to the public, Meralco is challenged by many untoward incidents such as vehicular accidents that damage our facilities, illegal service connections, and theft of our line materials such as wires and meters.
Thankfully, the Philippine National Police has always provided us with great assistance — from consultation and investigation to arresting offenders. Through this partnership, we look forward to a more productive collaboration. All these we do to give a safer and brighter tomorrow for our fellow Filipinos and for the country,” said Meralco executive vice president and chief operating officer Ronnie Aperocho.
Since the beginning of 2023, Meralco has reported 2,084 stolen meters, adding to the 4,591 meters recorded stolen between 2019 and 2023. Theft and resale of electric meters and other power distribution materials are punishable under Republic Act No. 7832 with at least 12 years imprisonment and/or fines ranging from P50,000 to P100,000. Buyers or users of stolen materials are also subject to penalties under Presidential Decree No. 1612, or the Anti-Fencing Law.
This partnership between Meralco and the PNP underscores their shared commitment to protecting electricity distribution systems and ensuring a safer, more reliable power service for Filipino communities.
