LTO extends suspension on improvised plate policy

The Land Transportation Office (LTO) clarified on 3 December that the implementation of two policies on improvised plates remains suspended “until further notice.”
Memorandum Circular VDM-2024-2721 covers guidelines for improvised plates, while VDM-2024-2722 pertains to requirements for the motorcycle taxi pilot study.
LTO Chief Atty. Vigor Mendoza II initially deferred the policies in September to allow vehicle owners more time to obtain proper plates. The suspension was further extended on 27 November to ensure motor vehicle and motorcycle dealers can distribute plates to owners.
Mendoza also instructed LTO offices to expedite plate deliveries. Meanwhile, motorcycle riders requested additional time to comply with pilot study requirements.
Mendoza earlier said that the deferment of the implementation of the two policies was in response to the request of motor vehicle owners and other stakeholders.
