The Department of Energy (DoE) and the Ministry of Environment, Natural Resources, and Energy (MENRE) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) signed a Transition Agreement to ensure a seamless transfer of responsibilities as they aim to harness the renewable energy potential in the region.
The agreement, formalized on Wednesday, by Energy Secretary Raphael P.M. Lotilla and MENRE Minister Akmad A. Brahim, enables the Bangsamoro Government to fully implement the provisions of the Renewable Energy Act.
“Through DoE-REMB, we commit our full assistance to MENRE to facilitate its full assumption of the powers, functions, and responsibilities delegated to the DoE under the Renewable Energy Act,” Lotilla said.

“By working hand-in-hand, we aim to ensure that the Bangsamoro government has the support, resources and expertise needed to successfully implement renewable energy policies and initiatives.”
As part of the transition, the DoE’s Renewable Energy Management Bureau (DoE-REMB) will provide capacity-building support to MENRE.
Transition activities, including the transfer of data and files related to renewable energy projects in BARMM, are set for completion by the end of the year unless both parties agree to extend the deadline.
Following this period, MENRE will assume full responsibility for administering renewable energy services and operating contracts previously awarded by the DoE in the region.
