The city government of Makati yesterday announced that the yellow cards of residents living in the 10 Enlisted Men's Barrio villages will no longer be valid starting 1 January.
The said yellow cards were given by the city government to allow registered residents to get health care services from the local government including financial aid and medicines.
The city government in an advisory stated,"In accordance with the decision of the Supreme Court, we regret to inform you that starting 1 January 2024 the yellow card with an address in 10 EMBO barangays will no longer be valid unless they are employees of the Makati City government."
"Meanwhile, although Makati wants to keep the health centers and lying-in open, their licenses to operate have expired, so it is necessary to close them as well," the local government said.
To recall, in 2023, the Supreme Court affirmed its 2021 ruling that declared Taguig City, not Makati, has jurisdiction over the Fort Bonifacio Military Reservation where the Bonifacio Global City and the EMBO barangays — Pembo, Comembo, Cembo, South Cembo, West Rembo, East Rembo and Pitogo — are located.
In the said decision, the high bench has put an end to the land dispute between the city governments of Makati and Taguig in connection with the Fort Bonifacio Military Reservation where the Bonifacio Global City Complex is located.
The Court earlier ruled that the disputed properties are within the territorial jurisdiction of Taguig City.
In a two-page Resolution dated 28 September 2022, the Court's Special Third Division, in G.R. No. 235316 (Municipality of Makati [now City of Makati] v. Municipality of Taguig [now City of Taguig]), denied with finality the Makati City government's omnibus motion for reconsideration of the Court's 1 December 2021 decision, on the ground that the basic issues raised therein have been duly considered and passed upon by the Court in the assailed decision.
The Court also denied Makati City's omnibus motion to refer the instant case to the Court en banc, as the Court en banc is not an Appellate Court to which decisions or resolutions of a Division may be appealed.
The Court likewise said that no further pleadings, motions, letters or other communications shall be entertained in this case, as it ordered the immediate issuance of an entry of judgment.
