Last week, our Intellectual Property Rights Enforcement Office successfully held the IP Enforcement Summit of the Philippines — the very first since 2016.
The four-day event, with the theme "Strategies for a Resilient Market and Digital Space," gathered hundreds of participants composed of policy experts and partners from government, the private sector and civil society groups. The audience picked up best practices from local and international experts in dealing with emerging counterfeiting and piracy trends.

TRACIT commends PH as regional leader vs counterfeiting, piracy
Recognized in the latest Transnational Alliance to Combat Illicit Trade report as a regional leader in the fight against counterfeiting and piracy, the Philippines, led by the Intellectual Property Office of the Philippines and the National Committee on Intellectual Property Rights which IPOPHL steers as vice chair, has made significant strides in enforcing IP rights.
Notably, IPOPHL's different leadership roles in the ASEAN Working Group on Intellectual Property Cooperation and, currently, in the Asia-Pacific Economic Cooperation's Intellectual Property Rights Experts Group showcase the nation's commitment to regional cooperation. The TRACIT report also underscores the positive outcomes of IPOPHL's and NCIPR's collaborative efforts, citing the historic achievements in seizing counterfeit goods and the successful partnerships formed, such as the E-Commerce Memorandum of Understanding.
More partners for a safe e-commerce
Speaking of the E-Commerce MoU, signatories that have committed to this effort recently grew to 34 with the signing of Tiktok, Greenstone Pharmaceutical and Quadgen Pharmaceutical at the IPES last week. The E-Commerce MoU, which IPOPHL helped realize over the years and now oversees, is a commitment between e-commerce platforms, including Lazada, Shopee, Zalora and several global and local brand owners and business associations, with the aim of speeding up coordination in taking down e-commerce posts that sell or promote counterfeit goods.
This new system aims to enhance the efficiency of IP enforcement and enable the NCIPR to build its enforcement strategies on organized intelligence.
Innovative database solution to speed up coordination
The NCIPR held its High-Level Meeting on the last day of the IPES. To celebrate the NCIPR's 15-year anniversary, IPOPHL, also as the committee's secretariat, introduced the IP Enforcement Tracking System, a central database platform designed to streamline monitoring and coordination on enforcement activities.
This innovative system, presented by Multisys Technologies Corp., the software solution developer, provides a user-friendly interface for NCIPR members to upload, coordinate, and access enforcement data efficiently. This new system aims to enhance the efficiency of IP enforcement and enable the NCIPR to build its enforcement strategies on organized intelligence.
Speeding up IP prosecution in the courts with the DoJ
The recently signed memorandum of agreement between IPOPHL and DoJ, which is an NCIPR member, outlines a collaborative framework to exchange relevant information on IP violation cases, promote alternative dispute resolution, and facilitate capacity-building activities. This partnership is a crucial step towards accelerating the resolution of IP-related cases in the courts.
IPOPHL and Korea strengthen partnership through forum
The Bureau of Copyright and Related Rights, in collaboration with the Korea Copyright Protection Agency, held the 2023 Philippines-Korea Copyright Forum (PH-KR Copyright Forum). This year, the annual event set its sights on "Music and Copyright" and emphasized the importance of collective management organizations to the growth of the music industry. The IEO also signed a MoU with the KCOPA during the IPES. The MoU aims to strengthen knowledge exchange, capacity-building trainings, and establish an ADR referral system on IP disputes.
In-depth exchange on challenges and potential solutions
Bilateral and international partners took a deep dive to discuss challenges and threats in IP enforcement and new strategies to strengthen enforcement and raise awareness on new trends in IP crimes. Among these partners are the World IP Organization, United States Patent and Trademark Office, Japan Patent Office, United Kingdom IP Office, European Union IP Office, Korean IP Office and International Trademark Association.
