The Commission on Elections on Thursday issued a seven-page order disqualifying a candidate for chairperson of a Sangguniang Kabataan post in Quezon City over allegations of "vote-buying."
The order, signed by Comelec Second Division Presiding Commissioner Marlon Casquejo and concurred in by Commissioners Rey Bulay and Nelson Celis barred Barangay San Bartolome SK candidate Judielyn Francisco.
The complaint alleged that Francisco engaged in vote-buying when she sponsored and funded a leadership and team-building activity for 80 young voters on 16 and 17 September at the Paradise Adventure Camp in Bulacan.
Among the pieces of evidence presented were social media posts of the seminar participants thanking Francisco and tagging her as their "future SK chairperson."
Summoned by the Comelec, Francisco said she merely served as a host for the opening program, maintaining that she has no money to sponsor the trip expenses of the participant.
Comelec did not give much weight to the respondent's "general denials" and her self-serving and uncorroborated statements.
The Commission, however, concluded that they "are not convinced," as Francisco's lengthy answer reveal that "they are in the nature of general denials emanating from respondent's self-serving and uncorroborated statements."
The affidavits of Lacsa's witnesses, the Commission added are "rich in details" and evidences are pointing to Francisco as the host of the team building.
Francisco's involvement is a deliberate and strategic scheme to influence the voters of Barangay San Bartolome to vote for her, the Commission's resolution read.
Meanwhile, the Philippine Coast Guard said over the weekend that it would help in maintaining a peaceful and orderly holding of the Barangay and Sangguniang Kabataan Elections on Monday.
The PCG said it is coordinating with the Philippine National Police and the Armed Forces to safeguard the integrity of the electoral exercise. It said it would focus its personnel on far-flung areas.
