Justice Secretary Jesus Crispin Remulla yesterday proposed to the Senate the crafting of a law that shall impose stiff penalties on lawyers who help undesirable aliens escape deportation through the filing of contrived charges against them.
Remulla said the scheme has been a source of income for some lawyers. "This has become a livelihood for our lawyers. There is a so-called 'demanda me' package offered by lawyers," he said.
The DoJ chief cited the need for a law that would immediately junk such contrived cases. "If we would have a law that will immediately waive these trumped-up charges, then that would be good," he said.
He added the scheme usually involved having the girlfriends of the foreigners charge them with violation of Republic Act 9262, or the law penalizing violence against women and their children.
With pending cases that must be tried in court, the foreigners are then able to circumvent the deportation orders against them, Remulla explained.
He cited the case of a woman who filed a case against her Japanese boyfriend for allegedly violating provisions of RA 9262 only to be seen kissing him on the cheek during her frequent visits to the jail.
The DoJ last February brought the matter before the Integrated Bar of the Philippines and the Bureau of Immigration.
