The Land Transportation Office over the weekend warned riders who offer "habal-habal" rides that they may be charged with colorum violation.
LTO's warning came after several commuters complained about motorbike riders who charge exorbitant fees even for short routes.
"There is no law that authorizes, recognizes, and regulates 'habal-habal' to be a mode of public transportation so what they are doing is illegal," LTO chief Assistant Secretary Jose Arturo Tugade said in a statement.
Tugade also cautioned the players involved in the government-sponsored study on the Motorcycle Taxi Pilot Project Program not to overcharge customers.
The motorcycle Taxi Pilot Project Program examines whether motorcycle taxis are viable as public transportation.
Meanwhile, three MC taxi pilot participants vowed they would not allow their drivers to overcharge their customers.
