The House of Representatives must look into the "misalignment" in the National Tax Allotments of local government units and the funding requirements for full devolution of specific national public services.
Proposed House Resolution 599, filed by Leyte 4th District Rep. Richard Gomez, pressed the committee on local government to look into the alleged misalignment of Section 17 of Republic Act 7160 vis-a-vis Executive Order 138.
The purported misalignment has to do with the derivation of the tax allotment with the actual funding requirements for the full devolution of public services of LGUs.
RA 7160, or the Local Government Code, transferred control and responsibility to deliver basic services from the national government to LGUs.
EO 138, meanwhile, was issued to support the efficient implementation of the Supreme Court ruling on the Mandanas-Garcia case.
