BAGUIO CITY — A digital advocacy group has expressed support for holding individuals accountable for online statements that may violate the law following cybercrime complaints filed against an Isabela vice mayor who allegedly used social media to urge supporters to stage a revolution.
Ronald Gustilo of Digital Pinoys said that while free speech and freedom of opinion are fundamental rights, citizens must exercise them responsibly.
He noted that the public remains free to criticize government policies, question officials, and engage in open debates essential to a democratic society.
However, Gustilo stressed that legal boundaries exist, drawing a distinction between expressing political dissatisfaction and making statements that could be interpreted as encouraging violence, disorder, or threats to public safety.
As online discussions become more intense, Gustilo urged the public to exercise caution both online and offline, especially given how quickly information spreads on social media.
“Public discourse has become more powerful than ever, and with that power comes greater responsibility. Freedom of speech should strengthen democratic participation, not be used in ways that may fuel violence or instability. We have repeatedly emphasized the importance of responsible digital citizenship because words shared online today can rapidly reach and influence thousands or even millions of people,” he said.
Gustilo also reminded citizens that legal and democratic channels remain available for expressing frustrations and demanding change.
He encouraged the public to continue debating issues and holding leaders accountable, provided their statements contribute to constructive discussions rather than create legal risks or disrupt public order.
“Criticize policies if necessary. Hold leaders accountable when warranted. Participate in public discourse and engage in debate. But let us ensure that our words contribute to informed discussions and solutions rather than actions that may place individuals at legal risk or threaten public order,” he added.
