Collective Legacy of Leadership, United in One Gathering

There are gatherings that do more than bring accomplished people into one room. They remind us of what becomes possible when knowledge, leadership, and a shared sense of purpose come together in service of something greater than ourselves.
The University of the Philippines (UP) brought together visionary leaders from across the nation in a celebration of achievement, service, and the partnerships that continue to shape the country’s future. Representing the academe, government, and the private sector, they came from different institutions and fields of expertise, yet were united by a common aspiration: to make a meaningful and lasting difference in the lives of Filipinos.
More than a gathering of distinguished individuals, the occasion was a powerful affirmation of collective leadership—and of the responsibility that comes with it. For the true measure of leadership lies not simply in the positions we hold or the milestones we achieve, but in what we accomplish together for our people and our nation. Among those whose contributions were recognized was Dr. Edwin M. Mercado, UP alumnus and Secretary of Health, whose expertise spans healthcare management, health financing, and health systems development. Since the signing of the Universal Health Care Act, the Philippines has continued to advance toward universal health coverage. At PhilHealth, he focused on expanding benefit packages, increasing case rates and rolling out primary programs like PhilHealth YAKAP and PhilHealth GAMOT.

The gathering also featured Dr. Beverly Lorraine C. Ho, UP alumna and newly appointed President and CEO of PhilHealth. With a background spanning medicine and public health, and a Master of Public Health from Harvard University, she brings a global perspective to the challenge of strengthening healthcare leadership and advancing the Philippine health system. Hon. Margarita M. Gutierrez, Director General of the Philippine Food and Drug Administration (FDA), was likewise recognized for her contributions to pharmacy, academic leadership, and public service. Named a Most Outstanding UP Manila Alumna by the UP Manila Alumni Association in 2026, she exemplifies the impact of UP graduates in advancing institutions entrusted with protecting and serving the public.

Also recognized was Dr. Michael L. Tee, Chancellor of UP Manila and appointive member of the PhilHealth Board of Directors representing the Employer Sector. As COVID-19 developed into a pandemic, Tee initiated several studies that aimed to guide policy directions in government response.
The evening brought together individuals whose work shapes science, advances academe, and transforms public health. Among those present were Bernadette Heizel Manapat-Reyes, UP Manila Vice Chancellor for Academic Affairs; Dr. Leo D.P. Cubillan, UP Bonifacio Global City Executive Director and ophthalmologist; National Scientist Dr. Carmencita “Menchit” David-Padilla, Professor Emeritus at the UP Manila College of Medicine; and Department of Health Undersecretary Lorra Angelica D.C. Sayson-Garcia. Dr. Eduardo “Dodo” P. Banzon, Director of the Health Practice Team at the Asian Development Bank and an expert in health economics, also shared his message on video.

Banzon, Director of the Health Practice Team at the Asian Development Bank and an expert in health economics, also shared his message through a video presentation. The breadth of expertise represented that evening underscored an essential truth: the country's most complex challenges cannot be addressed by any one institution or sector alone. Progress demands the combined strength of scientific knowledge, academic excellence, effective governance, and private-sector initiative. More than cooperation, it calls for purposeful partnerships that translate individual achievements into collective gains.
This was the message emphasized by UP Regent and Cardinal Santos Medical Center President and CEO Raul C. Pagdanganan, who underscored the importance of partnerships in advancing Filipino expertise, driving healthcare innovation, and building a more sustainable future for the nation.

“Our shared responsibility is vast. Together, we can challenge outdated practices, embrace innovation, and create a healthcare system where no Filipino dies because they live too far from a doctor,” Pagdanganan said.
His words gave concrete meaning to the responsibility shared by the leaders in the room. Behind every policy, every scientific breakthrough, every institutional reform, and every innovation are people whose lives can be changed by the decisions leaders make. Excellence, therefore, cannot end with recognition. It must find expression in better systems, greater opportunities, and services that reach those who need them most.
The gathering drew to a close with a message and toast from UP President Atty. Angelo A. Jimenez, reaffirming the power of collective leadership. It was a fitting conclusion to an occasion that celebrated individual distinction while pointing toward a larger, shared purpose.

For all their different roles and accomplishments, those gathered that evening carried a responsibility that extended beyond their respective institutions. Their challenge—and their opportunity—was to turn knowledge into solutions, collaboration into meaningful action, and leadership into lasting progress for the Filipino people.
Perhaps this is the most enduring lesson of the gathering: the true legacy of leadership is not measured by how high we rise individually, but by how far we can move our nation forward together.
Every great achievement begins with someone willing to take the first step. But nation-building requires more than individual courage. It calls for leaders who recognize that their greatest contributions emerge when they unite their talents, share their strengths, and commit themselves to a purpose greater than personal distinction. That purpose is Para sa Bayan. And when leaders across the academe, government, and private sector unite in that commitment, the promise of their collective legacy becomes something greater than an occasion to celebrate. It becomes an opportunity to build a nation worthy of the hopes of its people.
