The country's real estate giants have forged partnerships with Pag-IBIG Fund to expand quality housing choices for Filipinos under President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

The latest to join the initiative are Megaworld Corporation and Federal Land, Inc., which formalized separate agreements with the Department of Human Settlements and Urban Development (DHSUD) and Pag-IBIG Fund during the 2nd National Housing Expo 2026. Their participation adds to the growing roster of major developers supporting the government's homeownership drive.

DHSUD Secretary Jose Ramon Aliling, who also chairs Pag-IBIG Fund, said the partnerships advance the Marcos administration's efforts to expand homeownership through stronger government support and greater private-sector participation.

"This is a clearer path for the government to access the resources of the private sector in developing housing communities. Under the Expanded 4PH Program, we provide lower interest rates, interest subsidy and more financing options to buyers for them to avail of lower monthly amortizations," Secretary Aliling said.

"The private sector’s trust to Expanded 4PH proves that our program is tough and sustainable," he added.

The Megaworld and Federal Land agreements follow earlier partnerships with other major homebuilders, including DMCI Homes, Rockwell Land, Robinsons Land Corporation, Megawide Construction Corp., Ayala Land Inc's Amaia and Avida, SM Development Corp., and Filinvest Land Inc. These agreements bring more residential developments into the program, giving qualified Pag-IBIG Fund members access to additional housing choices and developer-specific incentives.

Since his assumption as housing chief, Secretary Aliling has received strong backing from leading developers, helping expand the housing inventory and introduce new developments to meet demand.

"When we added subdivision-type housing as part of the Expanded 4PH Program last year, the housing stakeholders welcomed the unlocking of this modality. This gained traction from highly reputable developers and to have them join the program is a strong testament that we made the right decision and homebuyers will be benefitting from it," Secretary Aliling said.

Under the agreements, qualified Pag-IBIG Fund members may avail themselves of preferential financing rates, special discounts, home furniture packages, and other incentives on select units, subject to applicable terms and program guidelines. The additional promotions vary by developer.

Pag-IBIG Fund has introduced financing measures to serve members across different income segments.

Qualified borrowers under socialized housing may avail themselves of a subsidized interest rate of 3 percent, while eligible homebuyers purchasing properties above the socialized housing ceiling may benefit from promotional rates of 4.5 percent or 5.75 percent, depending on the loan amount and applicable terms. The Fund has also raised its maximum loanable amount to P10 million for each qualified member, broadening financing options for those seeking homes at different price points.
