The National Irrigation Administration (NIA) Regional Office II brought irrigation services and farmer support programs closer to communities during the Handog ng Pangulo 2026 on 14 September.

NIA Region II, together with its Irrigation Management Offices in Isabela, Nueva Vizcaya, Quirino and Cagayan, highlighted programs benefiting farmers and irrigators’ associations, including KADIWA, livelihood assistance, operations and maintenance subsidies, solar pump irrigation projects, and a public assistance desk.

Through KADIWA, agricultural products from irrigators’ associations were made available to consumers at affordable prices, while giving farmers additional market opportunities.

The agency allocated P2.65 million in livelihood assistance to 10 irrigators’ associations and P24.09 million in operations and maintenance subsidies to 21 associations across the region. The assistance is intended to support farmers’ livelihoods and help ensure the continued operation and upkeep of irrigation facilities.

NIA also formally turned over two completed Solar Pump Irrigation Projects worth a combined P20 million to the Emmongan Irrigators Association. The projects are expected to provide a more efficient, modern and sustainable source of irrigation.

A public assistance desk was likewise opened to receive inquiries, concerns and feedback from farmers regarding irrigation and other NIA services.

NIA Region II said its participation in Handog ng Pangulo 2026 reflects its continuing commitment to deliver accessible and practical services that support farmers and strengthen agricultural productivity in Cagayan Valley.
