The Department of Public Works and Highways (DPWH), led by Public Works Secretary Vince Dizon, held the Handog ng Pangulo: Serbisyong Sapat para sa Lahat caravan at the City of San Fernando, Pampanga on 14 September 2026.

The said caravan is a distribution of assistance by the government for the province of Pampanga on Monday, as part of the celebration of President Ferdinand R. Marcos Jr.’s birthday, providing much needed aid to the victims of severe flooding here.

According to Dizon, aside from the services delivered by various government agencies, President Marcos has ordered the enhancement of flood intervention measures to prevent the severe and repeated flooding in Pampanga.

The said flooding in Pampanga has severely affected the lives and livelihood of residents, businessmen, motorists, commuters and other various sectors here.

Pampanga remains under a severe flooding crisis following relentless heavy rains brought by successive weather disturbances and an intensified Southwest Monsoon (Habagat).

Over 1 million residents have been affected, with the province placed under a state of calamity as massive floods inundate hundreds of villages and cause agricultural and infrastructure damages exceeding P1.3 billion.

Reports stated that more than 250 of the 330 barangays from 18 to 20 towns in Pampanga have reported continuous flooding, with water levels reaching up to 10 feet in low-lying areas, includind the areas of Masantol, Macabebe, Candaba, San Simon, Minalin, Guagua, Apalit, and parts of the City of San Fernando.
