Phl preps proactive seafarer proposals

The Maritime Industry Authority (Marina) convened maritime stakeholders for the STCW Philippine Conference to review nine draft proposals addressing seafarer education, training, certification and welfare.

The draft policies are being prepared for submission at the 13th session of the International Maritime Organization Sub-Committee on Human Element, Training and Watchkeeping.

Conference discussions focused on using simulator-based training to fulfill a portion of required sea service, updating instructor qualifications, and establishing alternative training models.

Participants also reviewed oversight and verification procedures under the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, language standardization within the STCW Code, and remaining policy gaps under Chapter IV.

Seafarer safety and well-being were key priorities during the sessions. Proposed amendments addressed violence and harassment at sea — including sexual harassment, bullying, and sexual assault — while outlining shipping company responsibilities and establishing national prevention and response mechanisms.

Marina administrator Sonia B. Malaluan urged stakeholders to take a proactive position in setting international maritime standards.

“The Philippines cannot afford to simply adapt to standards set by others,” Malaluan said. “As the world’s primary provider of qualified seafarers, we must actively lead in shaping them.”

Atty. Sharon D. Aledo, maritime attaché and IMO-HTW chair, emphasized the nation’s opportunity to drive progress in maritime education.
