  • Officials from the Philippines and Taiwan met at the Freeport Area of Bataan to discuss expanding economic resilience and data-driven innovation through a joint civic partnership model.

    Mohammed Hussein P. Pangandaman, president and chief executive of the Authority of the Freeport Area of Bataan (AFAB), hosted a delegation from the EduConnect Southeast Asia Association led by its president, Eing Ming Wu.

    The meeting focused on combining the Philippines’ Bayanihan Lab Network initiative with Taiwanese civic engagement practices, a joint framework referred to by officials as “Taiwanihan.”

    The concept adapts the Filipino tradition of communal cooperation (bayanihan) to cross-border governance, disaster relief, and technological partnerships between the two neighboring economies.

    “The two initiatives bring together the Filipino spirit of bayanihan and Taiwan’s culture of collaborative civic engagement, fostering partnerships and knowledge exchange between neighboring countries,” Pangandaman said, adding that the effort aligns with efforts to build a more resilient freeport community.

    The Bayanihan Lab Network serves as a Philippine platform connecting local government units, industrial partners, universities, and civil society groups to advance sustainable development goals and digital innovation.

    Wu, a Taiwanese scholar and former visiting professor at the University of the Philippines National College of Public Administration and Governance, previously addressed freeport leadership in May on public sector integrity and governance.

    Meantime, Pangandaman said the freeport authority will continue pursuing strategic regional partnerships to boost industrial capacity and community development within the economic zone.
