The focus on reforming, rather than “neutralizing,” law offenders under the current dispensation resulted in the release of 1,156 Persons Deprived of Liberty (PDL) from 12 June to 17 July.
Bureau of Corrections (BuCor) director general Gregorio Pio Catapang Jr. said the recent batch of releases contributed to the milestone under the administration of President Ferdinand Marcos Jr., bringing the total number of PDLs freed since 30 June 2022 to 33,919.
Catapang provided a detailed breakdown of the modes through which the PDLs were released.
The various categories included acquittals at 83; expiration of sentence which accounted for the largest group with 929 PDLs; probation granted to 15 PDLs; habeas corpus releases numbered 48; parole granted to 80; and one case involving transfer of custody. The released PDLs came from several correctional facilities nationwide. New Bilibid Prison accounted for the highest number with 437 releases, followed by Davao Prison and Penal Farm with 279, Sablayan Prison and Penal Farm with 141, Iwahig Prison and Penal Farm with 102, San Ramon Prison and Penal Farm with 91, Leyte Regional Prison with 48, Correctional Institution for Women (CIW) with 57, and CIW Mindanao with one release.
Catapang emphasized the inclusion of 79 Muslim PDLs among those released, underscoring BuCor’s commitment to equitable treatment and support for minority groups within the penal system.
Board of Pardons and Parole chairperson Sergio Calizo Jr. reminded PDLs released on parole to dutifully report back to the Parole and Probation Administration Office.
He said the BuCor plays a vital role in helping parolees select and participate in programs tailored to their needs, thereby improving their chances of successfully reintegrating into society.
‘Carpeta’ digitalized
Calizo also lauded Catapang for his leadership in fostering meaningful reforms within BuCor. He specifically praised the digitalization of the “carpeta,” the official record of PDLs, which has significantly streamlined the documentation vetting process.
This innovation not only enhances efficiency but ensures transparency and accuracy in managing inmate records.
He also shared his extensive experience visiting various penitentiaries across the Philippines.
He singled out the Zamboanga Prison and Penal Farm as a model institution distinguished by the respectful demeanor of both PDLs and personnel and the cleanliness of the facility.
