The Department of Agriculture–Poverty Reduction, Livelihood, and Employment Cluster (DA-PRLEC), in partnership with the National Capital Region Command (NCRCOM) of the Armed Forces of the Philippines, led the ceremonial release of 1,500 hito fingerlings for the HALIGI NG KAPAYAPAAN (HAKAP) Peace Farm Project in Sitio Tubigan, Barangay Gaya-Gaya, San Jose del Monte City, Bulacan, on July 15, 2026.
The activity reaffirmed the government's commitment to peacebuilding, sustainable livelihoods, and the reintegration of former rebels.
Representing NCRCOM Commander Maj. Gen. Gregorio B. Hernandez Jr., PN(M), was Lt. Col. Arniel C. Tormis (Inf.) PA, Assistant Chief of Unified Command Staff for Civil-Military Operations (U7), together with personnel from the 11th Civil-Military Operations Battalion, CMO Regiment, Philippine Army.
The event was also attended by officials from DA-PRLEC, HAKAP Federation Inc., the ZOTO National Executive Committee, local government units, law enforcement agencies, community leaders, and other stakeholders supporting the initiative.
Led by Assistant Secretary James A. Layug, MNSA, DA-PRLEC highlighted aquaculture as a practical strategy to enhance food security and generate sustainable livelihood opportunities.
The turnover of the fingerlings forms part of the HAKAP Peace Farm Project, which supports the government's reintegration program by providing former rebels, now members of HAKAP Federation, with productive livelihood opportunities to help them transition into peaceful, self-reliant, and productive members of society.
Anchored on the Whole-of-Nation Approach, the initiative seeks to address the root causes of conflict by promoting inclusive economic development, strengthening community participation, and fostering collaboration among government agencies, local stakeholders, and partner organizations to achieve lasting peace.
As a key partner in the initiative, NCRCOM said it will continue to strengthen civil-military cooperation through programs that support peacebuilding, community development, and the successful reintegration of former rebels. Through its Civil-Military Operations initiatives, the command said it remains committed to working with government agencies and local communities in advancing sustainable peace and nation-building.
