American, Korean fugitives nabbed in separate Davao operations

Two foreign fugitives were apprehended by the Bureau of Immigration (BI) in separate enforcement operations conducted on 19 February in Davao City.

BI Fugitive Search Unit (FSU) Chief Rendel Ryan Sy said the first operation was carried out on Thursday afternoon along JP Laurel Street, Bajada, Davao City.

FSU agents, in coordination US authorities and the National Bureau of Investigation–South Eastern Mindanao Regional Office arrested 41-year-old American national David Michael Blunk.

Blunk has an outstanding warrant of arrest issued in 2014 by the Superior Court of California, County of Orange for violation of probation, stemming from a previous conviction for three counts of felony grand theft under Section 487(a) of the California Penal Code. U.S. authorities reported that he had evaded law enforcement since 2014. His U.S. passport has also been revoked by the Department of State.

BI records show that Blunk last entered the Philippines in 2023 in the company of his Filipino spouse.

Further verification showed that he is the subject of a Blacklist Order dated 29 January 2026 and a Watchlist Order issued on 13 January 2026 for being an undesirable alien and fugitive from justice.

In a separate operation conducted afternoon of the same day in Barangay Magtuod, Davao City, FSU agents arrested 48-year-old Korean national Ahn Min Hyuk.

The operation was conducted in coordination with the Philippine National Police–Integrity Monitoring and Enforcement Group the Armed Forces of the Philippines, and Ma-a Police Station 16.

Ahn is the subject of an Interpol Red Notice issued following a warrant of arrest from the Incheon District Court for special robbery in violation of Article 334 (2) of the Criminal Act of Korea.

According to reports, Ahn and three accomplices allegedly posed as police officers, brandished forged police identification cards, and forcibly took 12.4 kilograms of gold bullion valued at approximately USD 537,352 from a victim. After the incident, Ahn fled Korea and traveled to Japan before eventually entering the Philippines.

BI records show that Ahn last entered the country in 2019 and has no record of visa extension. He is now considered an overstaying and undocumented alien for failure to present a valid passport.

The two foreign fugitives will remain at the BI Warden Facility while they face the deportation charges filed against them.
