

A bullying incident at Quinarayan Elementary School in Narvacan, Ilocos Sur has gone viral, triggering public outrage and a multi-agency investigation.
The video, which cannot be shown because those involved are minors, captures a girl being physically and psychologically attacked by several classmates during lunch break inside their classroom — with no teacher or adult present.
In the footage, the victim is pushed, cornered near the blackboard, and surrounded by other learners. Some students are seen recording the incident instead of stepping in. At one point, the girl crouches on the floor, arms over her head, visibly crying and trying to shield herself as the aggression continues.
The confrontation stretches on, with classmates crowding around and the classroom left in disarray. The victim later appears seated, shaken and distressed, while the bullying persists.
Under Republic Act 10627, or the Anti-Bullying Act of 2013, all forms of bullying in schools — including physical and emotional abuse — are strictly prohibited. Schools are required to investigate incidents promptly, protect victims, notify parents and impose appropriate disciplinary measures.
The Department of Education’s Child Protection Policy further mandates schools to ensure learner safety at all times and to activate their Child Protection Committee to handle such cases.
Authorities are now looking into the incident as calls grow for accountability and stronger enforcement of child protection measures in schools.
