The Civil Service Commission (CSC) has given the Accreditation Award to the Provincial Government of Pampanga during the flag-raising ceremony held at the Capitol Grounds in the City of San Fernando, Pampanga on 16 February 2026.
According to the Provincial Government, the Accreditation Award is in line with CSC Resolution No. 2500882, which was given by CSC Regional Director Dyna Marie Quimson to Governor Lilia “Nanay” Pineda along with other Board Members of Pampanga.
The award was in recognition of the efficient and systematic implementation of the Recruitment, Selection, Placement, and Performance Management Systems under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
This also recognizes the strict adherence to the Civil Service Laws and the regulations of the human resource programs.
According to Quimson, four local government units in Pampanga, as well as the province itself, were given the said award. In the whole Central Luzon, only 20 to 30 percent of LGUs received the citation due to their strict standards.
Coinciding with the award is the formal registration of the Collective Negotiation Agreement (CNA) No. 3718 between the Provincial Government of Pampanga Employees Union (PGPEU) and the Provincial Government, in accordance with Executive Order No. 180.
The agreement is effective from 15 December 2025 up to 14 December 2028, to further strengthen the collaboration and unity between the leadership and employees of the Capitol.
The two citations mirror one goal: a government with integrity, caring, and efficiency in service.
Both Governor Nanay and Vice Governor Dennis “Delta” Pineda believe that an orderly system will create a strong relationship to better serve the Kapampangans.
