Cebu City ‘Oplan Likay’ cracks whip vs illegal quarrying

The Cebu City Council recommended the issuance of cease-and-desist orders against six development projects in mountain villages Monday following a series of inspections aimed at preventing environmental disasters.

The crackdown is based on Executive Order 13, known as “Oplan Likay sa Landslide.” The order mandates the suspension of quarrying and earth-moving activities to protect 30 upland barangays prone to soil erosion.

The council identified several entities for immediate closure due to unauthorized activities. San Lorenzo Development Corp. was cited for earth-moving at San Lorenzo Village in Barangay Binaliw, while Hallay’s Ville Project faced recommendations for hauling activities in Barangay Buhisan.

In Barangay Budlaan, the council flagged Suico’s Property and Inday Aalliyah Enterprises for unauthorized quarrying.

Additional violations in Barangay Binaliw included illegal earth-moving by JT Ayne Construction and Powerplus Aggregates Systems. The council also recommended a halt to hauling operations by PLD Construction and Development Inc. at the proposed Villa Montana Subdivision, also located in Binaliw.

Investigators used drones to monitor the sites, capturing footage of dump trucks and backhoes operating without permits. In one instance, a company reportedly continued moving soil despite an expired hauling permit.

Peter Dy, president of PLD Construction, told DAILY TRIBUNE that his son is managing the project, citing that the company has already replied to the city government with a formal letter regarding the matter.

A seventh project, overseen by the Department of Public Works and Highways in Buhisan, is also under legal review. Officials said the project failed to secure the required hauling and tree-cutting permits.
