A woman who alleges she was raped at age 16 has sought assistance from anti-crime watchdog Citizens Crime Watch (CCW), claiming that the Department of Justice (DOJ) is mishandling her case because the accused, Julie “Dondon” Patidongan, is also a key witness in a high-profile missing sabungeros case.
In a handwritten letter dated 10 February 2021, the victim, who identified herself only as “Gracie,” told CCW President Diego Magpantay that she fears she is being denied justice.
According to her, Patidongan is receiving preferential treatment due to his status as a state witness in a separate, high-profile government case.
Gracie wrote in Filipino that although the case is still in the preliminary investigation stage, she cannot help but worry because her opponent is a well-connected individual and also a witness in a separate missing-money case, which makes her fear she is not receiving fair treatment.
The rape victim, now 21, is represented by lawyer Glessa Janolino, who said both Patidongan’s legal team and the investigating prosecutors have engaged in conduct that undermines confidence in the impartiality of the proceedings.
“We are constantly being given the impression that the perpetrator, Mr. Patidongan or ‘Dondon,’ is a protected individual who can do no wrong in the eyes of the DOJ,” Janolino said
“This is wrong, because my client feels that she is being preyed upon again and that her rights are being violated anew.”
CCW Chairman Ferdinand Topacio said the organization is providing full support to the victim, including legal assistance, counseling, and moral support.
“Our group is behind the victim all the way. We will provide not only legal assistance but also moral support and even personal counselling,” Topacio said.
