

Reforms introduced by the Department of Human Settlements and Urban Development (DHSUD), particularly in the implementation of President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, are beginning to yield positive and life-changing results for beneficiaries, the agency said.
DHSUD Secretary Jose Ramon Aliling said the gains are evident in recent milestones achieved during the sustained nationwide rollout of the flagship housing program, which the Marcos administration has directed toward providing dignified living conditions for Filipino families.
“Positive reforms have yielded positive results that changed lives and brought fresh hopes to our benefiaciries as envisioned by President Marcos Jr.,” Aliling said, citing the continued awarding of housing assistance and turnover of housing units nationwide.
“Ang positibong pag arangkada ng Expanded 4PH ay bunga ng sama-sama at pagtutulungan ng lahat ng kawani ng DHSUD, kasama ang ating mga attached agencies alinsunod sa direktiba ni Pangulong Marcos Jr.,” he added.
The DHSUD said it opened 2026 with strong momentum following its performance last year. In January, the agency awarded certificates of entitlement to beneficiaries of decades-old Presidential Proclamations in Palawan, distributed certificates of entitlement under the revived and enhanced community mortgage program (ECMP), launched rental housing projects in Quezon City, Iloilo City and Victorias City, and turned over house-and-lot packages in Mamburao, Occidental Mindoro.
Under the expanded framework, all socialized housing projects, whether horizontal or subdivision-type and vertical or condominium-type, were placed under the Pag-IBIG Fund Expanded 4PH Program. The program offers subsidized home loans at 3 percent interest to primarily serve the middle and working class.
In line with the directive of President Marcos Jr. to widen beneficiary coverage, Aliling said the 4PH program was recalibrated to include horizontal development, rental and incremental housing, ECMP, Presidential Proclamations and urban housing projects.
Recent beneficiaries under the ECMP and Presidential Proclamations in Iloilo City shared what the DHSUD described as life-changing experiences after receiving their certificates of entitlement from the Marcos administration.
Joven Apollo Turga, who represented 213 families in Jaro District, Iloilo City that received certificates of entitlement under Presidential Proclamation No. 1538, became emotional as he recalled the 27-year wait of their community to secure legal land tenure and peace of mind.
Alice Rose Segumalian, leader of the Mirasol Ville Homeowners Association Inc., was also emotional as she thanked the administration on behalf of the 367 families who were awarded certificates of land allocation after years of waiting.
The beneficiaries expressed gratitude to President Marcos Jr. for addressing their long-standing housing concerns.
“These life changing stories inspire DHSUD and our attached agencies to do more and better to offer a more dignified life to our beneficiaries as directed by President Marcos Jr.,” Aliling said.
“Ang mga ganitong istorya ay nagbibigay ng positibong pananaw sa buhay at bagong pag-asa sa ating mga kababayan,” he added.
The DHSUD said it is implementing its 8-Point Agenda in compliance with the directive of President Marcos Jr., focusing on integrity, transparency and accountability in public service delivery, with zero tolerance for corruption.
Under the Marcos administration, the 4PH program has been transformed into a people-centric flagship initiative, expanding coverage from the middle and working class to include workers in the informal sector and informal settler families.
The agency said these reforms have also strengthened private sector trust and confidence in the DHSUD and its housing initiatives, as shown by the participation of reputable developers and Quadruple A-rated contractors in the expanded 4PH program.
