

Tuba — The local government of Tuba has enacted an ordinance regulating the use of unmanned aerial vehicles, particularly drones, to ensure public safety and protect residents’ privacy as drone use becomes more widespread.
Under the ordinance, drone operators are required to secure a Local Drone Operation Permit before conducting commercial flights or flying in public places, during events, and over populated areas within the municipality.
The measure prohibits flying drones over crowds without authorization, conducting night flights without permission, and operating drones in ways that violate individual privacy rights. The rules apply to both residents and visitors flying drones within Tuba.
The local government imposed a tiered penalty system for violations. A first offense carries a P500 fine, which increases to P1,500 for a second offense. Third and subsequent offenses carry a P2,500 fine, confiscation of the drone, and suspension of operating privileges. Repeated or serious violations may result in revocation of local drone registration and possible legal action.
Certain groups are exempt from the permit requirement but must still coordinate with local authorities and comply with national aviation regulations. These include government agencies conducting disaster response or security operations, licensed media organizations with proper national authorization, and educational institutions using drones for research purposes.
The Tuba Municipal Police Station is tasked with enforcing the ordinance. Police officers are authorized to inspect drone operations, issue citations, and confiscate drones used in violation of the law. Confiscated equipment may be held for up to 60 days pending payment of fines or resolution of legal cases.
Local officials said enforcement will observe due process to ensure fairness for all drone operators.
