EDCOM II roadmap to boost learning nationwide—Dy

House Speaker Faustino “Bojie” G. Dy III said on Monday that the final report of the Second Congressional Commission on Education (EDCOM II) will serve as a guiding framework for crafting laws and policies aimed at addressing long-standing problems in the country’s education sector and improving learning outcomes nationwide.

Dy made the statement during the turnover of the EDCOM II Final Report at the House of Representatives, saying the document represents a clear government reckoning with the state of Philippine education and a call for sustained action.

“Ang ulat na inilulunsad natin ngayon ay hindi simpleng pagtatapos ng isang komisyon. Ito ay isang paninindigan ng pamahalaan—isang tapat, malinaw, at walang-palusot na pagharap sa tunay na kalagayan ng edukasyon sa bansa,” Dy said.

EDCOM II was convened to conduct a systemwide review of education amid persistent learning gaps, weak literacy outcomes, and concerns that reforms have not translated into real gains for learners.

The final report lays out a long-term roadmap focused on strengthening foundational learning, improving teaching quality, and enhancing education-to-employment pathways.

Dy said the commission’s findings confirm problems that have long been evident in the sector.

He noted that the education crisis is not new, citing long-standing low literacy levels, weak foundational learning in the early years, and a system that prioritizes process compliance over actual learning outcomes.

Dy said the difference now is that there is a clear, evidence-based report outlining how to fix the problem.

According to him, the responsibility now rests with lawmakers to ensure that the recommendations are implemented.

“It is not enough to study and understand the problems before us—what is more critical is that we act on the recommendations of the EDCOM II,” he said.

The House of Representatives will use the EDCOM II report as a guide for education-related legislation, oversight of implementing agencies, and scrutiny of education spending.

Dy credited EDCOM II co-chairpersons Reps. Roman Romulo and Jude Acidre, along with commissioners Reps. Zia Adiong, Steve Solon, and Anna Victoria Veloso-Tuazon, for grounding the report in data and classroom realities.

He also thanked Dr. Karol Mark Yee and the EDCOM II Secretariat for producing what he described as the country’s first unified, long-term roadmap for education and workforce development.

Dy stressed that Congress must now act decisively, especially as the Marcos administration places education at the center of national spending priorities.

He noted that the proposed 2026 education allocation of P1.34 trillion is equivalent to more than four percent of the country’s gross domestic product.
