

Authorities seized about P1.6 million worth of unregistered food and beverage products during a coordinated operation at Barangay San Pablo Libutad in San Simon, Pampanga, on 19 January 2026.
According to the Philippine National Police, the operation was conducted in compliance with Food and Drug Administration regulations through a joint effort involving the Criminal Investigation and Detection Group Regional Field Unit 3, the Pampanga Provincial Field Unit, and the San Simon Municipal Police Station.
Five Chinese nationals were arrested for the illegal manufacture and distribution of unregistered food products, while another individual involved in the warehouse operations remains at large.
Seized items included more than 1,000 cases of energy drinks and over 3,000 boxes of chocolate milk drinks, with a total estimated market value of P1,619,040. Authorities said the products were not registered with the FDA, raising potential health risks to consumers.
The operation stemmed from verified information provided by an informant regarding the alleged large-scale sale of FDA-unregistered products. Law enforcement operatives later confirmed that the warehouse was engaged in mass manufacturing without proper FDA registration.
The confiscated products are now under temporary custody pending legal proceedings. Authorities are preparing cases under Section 11(a) of Republic Act No. 3720, as amended by Section 10(a) of Republic Act No. 9711, or the FDA Act of 2009, as well as relevant provisions of the Philippine Immigration Act.
The PNP urged the public to remain vigilant, report suspicious products, and patronize only FDA-registered goods, stressing that consumer health and safety remain a priority under its “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman” campaign.
