The Regional Development Council 3 (RDC 3) and representatives from various Civil Society Organizations (CSOs) are moving to strengthen the participation of private stakeholders in the development of Central Luzon.
During a meeting at Balin Sambali in this capitol town on 13 January 2026, RDC 3 Chairperson and Zambales Governor Hermogenes Ebdane Jr. met with CSO leaders to select the Private Sector Representative for the RDC 3 Regional Project Monitoring Committee (RPMC).
The RDC 3-RPMC aims to foster better cooperation and unity between government agencies and private stakeholders to build a more resilient Central Luzon. Ebdane noted that the meeting is part of continuous efforts to boost private sector involvement in the planning, monitoring, and implementation of developmental programs across Region 3.
“As RDC Chairperson of Region 3, we continue to push a more inclusive, open, and effective governance thru active participation of various sectors such as the government, private sector, and the civil society, to further improve and strengthen Central Luzon,” Ebdane said.
Key officials present during the meeting included Economic Development Specialist Geraldine V. Sombero, Chief Economic Development Specialist Fernando T. Cabalza Jr., Assistant Regional Director Aladin A. Ancheta, and PPDO-PGDH Emmanuel Adaoag.
CSOs serve as the voice of the private and non-profit sectors on critical issues, including social and economic development, infrastructure, environmental management, and labor concerns. Their involvement is seen as a vital tool for promoting transparency, good governance, and check-and-balance mechanisms in government projects.
By participating in the crafting of regional development plans and investment programs, CSOs ensure that local needs are aligned with national goals, such as the United Nations Sustainable Development Goals (SDGs) and AmBisyon Natin 2040. They remain active partners in evaluating government programs to ensure accountability and the effective utilization of public funds.
