LTFRB pushes for full digital shift

Land Transportation Franchising and Regulatory Board (LTFRB) Chairperson Atty. Vigor D. Mendoza II on 03 January 2026 said the agency is preparing to fully digitize its services to improve public land transportation in the Philippines.

Mendoza said the LTFRB is finalizing the processes needed for the digital shift, which will include online application and verification of all petitions, motions, and other transactions.

“We are working under the marching order of the President for the digital transformation of all government services. In the case of the LTFRB, our goal is to fully implement the online application and verification of all applications, petitions, motions and other transactions,” Mendoza said.

The chairperson added that the move aims to prepare the agency for a digitally adept public and to comply with the Ease of Doing Business and Efficient Government Service Act.

“Once we complete this transformation, we will also be able to address the perennial problem of fixers because online transactions will be direct, fast, comfortable, and with less human intervention,” he said.

Mendoza said the LTFRB’s digital shift is part of the broader Public Transportation Modernization Program (PTMP), which is focusing on route rationalization and fleet modernization.

“The LTFRB digital transformation must be pushed side by side with PTMP. It would be counterproductive to modernize public transportation while the agency’s processing system remains outdated,” he said.

The LTFRB is also working to improve the user interface of its online platform and is conducting online verification of Certificates of Public Convenience and Provisional Authority to shorten the application and approval process for public utility vehicles.
