The National Police Commission (Napolcom) is eyeing a new mobile-based leadership tool for police chiefs as part of a shift toward technology-driven and research-based policing.
Napolcom commissioner Ralph Calinisan recently met with the authors of an Officer Senior Executive Course (OSEC) research study that proposes a digital platform to provide operational guidance and decision-support resources for local commanders.
The meeting marked a rare instance of a high-ranking official personally reviewing a student research project.
“This was an OSEC requirement, but when I learned of the substance of the study, I asked them to present it to me personally,” Calinisan said. “It reflects the importance of leaders taking time to listen, especially when research offers practical solutions to operational challenges.”
