CAPAS, Tarlac — The Philippine Sports Commission (PSC) and the Bases Conversion and Development Authority (BCDA) sealed a landmark agreement that will give national athletes long-term access to the premier sports facilities of the New Clark City.
PSC chairman Patrick “Pato” Gregorio and BCDA president and chief executive officer Joshua Bingcang signed the memorandum of understanding on Tuesday to formalize the deal that will allow national athletes, especially those from swimming and athletics, to utilize the Athletics Stadium, Aquatics Center and Athletes Village.
The arrangement will strengthen the athletes’ preparation for major international competitions while ensuring that government-built sports infrastructure delivers continuous public value.
Also, with regular access to competition-grade tracks, pools, and athlete housing, national teams can train with consistency, reduce logistical costs, and follow long-term, science-based training programs aligned with international standards.
“This is truly a partnership made in heaven. BCDA develops and manages high-value land and infrastructure, while PSC ensures these facilities are maximized for the training and development of our national teams,” said Gregorio after sealing the deal witnessed by PSC commissioner Edward Hayco and BCDA OIC senior vice president for Conversion and Development Mark Torres.
Bingcang stressed that the agreement will integrate the New Clark City sports facilities into the national sports system, enabling continuous high-performance training operations.
He added that this maximizes the value of government-built infrastructure and positions New Clark City as the country’s primary high-performance sports hub.
“This partnership ensures that public investments directly support Filipino athletes and deliver measurable outcomes,” Bingcang said.
“When facilities are fully utilized, athletes benefit, and the public sees clear returns.”
