

The National Police Commission (NAPOLCOM) has ordered the dismissal of seven Caloocan City police officers involved in the illegal arrest and detention of Jayson dela Rosa, a case that drew public attention after his son died of leptospirosis while searching floodwaters for his then-missing father.
NAPOLCOM Vice Chair and Executive Officer Atty. Raphael Calinisan said the commission reached a unanimous decision during deliberations last weekend to dismiss all officers implicated in the case.
“The Commission remains firm in its mandate to cleanse the police service of erring personnel,” Calinisan said during a press briefing in Quezon City on Wednesday.
“This is a strong message that abuses within the ranks of the PNP will not be tolerated,” he added.
The officers—ranging in rank from captain to corporal—were found guilty of grave misconduct, grave dishonesty, oppression, incompetence, and conduct unbecoming of a police officer. Administrative cases against them were filed in September.
Those dismissed were identified as Capt. Romel Caburog, Lt. Jeffren Aganos, Master Sgt. Ryan Candelario, Staff Sgt. Stephen Somlani, Staff Sgt. Darwin Indiongco, Cpl. Marvin Resumadero, and Staff Sgt. Rodolfo King Bautista.
Dela Rosa was arrested in Caloocan City in July over an alleged theft case and was detained for several days without proper processing or notification to his family.
Calinisan said the ruling underscores NAPOLCOM’s commitment to acting on every complaint filed against police officers and to ensuring that the Philippine National Police upholds professionalism, integrity, and respect for the rule of law.
