Mayor Jaime “Jing” Capil posted a cash bail of P630,000 on 2 December 2025, after being ordered arrested for seven counts of graft in relation to a Philippine Offshore Gaming Operator (POGO) in the town of Porac, Pampanga.
According to reports, Capil voluntarily surrendered after the Regional Trial Court (RTC) Branch 265 in Pasig City issued an arrest warrant against him. His legal team accompanied him during his surrender.
The warrant of arrest stemmed from allegations by the Presidential Anti-Organized Crime Commission (PAOCC) that Capil allowed Lucky South 99 to operate without a proper gaming permit, failing to inspect the premises despite reports of financial scams, torture, and prostitution.
Capil is being charged with seven counts of violating the Anti-Graft and Corrupt Practices Act under Sections 3(e) and 3(j) of Republic Act 3019.
Presiding Judge Josephine Advento signed the warrant of arrest on November 28, ordering Capil to answer the allegations included in Criminal Case Nos. R-PSG-25-03386-CR to R-PSG-25-03392-CR.
The said POGO hub occupies a 10-hectare leased area from the Grand Palazzo Royale.
