

BAGUIO CITY — More than 6,000 non-teaching personnel from public schools nationwide attended the 17th National Congress of the Department of Education–National Employees’ Union (DepEd-NEU) at the Crown Legacy Hotel from Nov. 26 to 28, highlighting the role of support staff in the education system.
The gathering provided a platform for non-teaching employees, including administrative officers, supply staff, and guidance aides, to raise concerns about workload, staffing shortages, and other challenges affecting daily operations in schools.
DepEd Undersecretary for Operations Malcom Garma acknowledged the contributions of non-teaching personnel, describing them as the “backbone” of the agency. He also noted that many serve as first responders during emergencies, which allows teachers to focus on classroom instruction.
Organizers said the congress aimed to gather proposals and feedback from participants to inform future policies and programs affecting non-teaching staff. Garma noted that the agency plans to expand non-teaching positions, including administrative officers, project development officers, and guidance counselors, to address staffing gaps nationwide.
Union leaders emphasized that non-teaching staff play a critical role in maintaining school operations and supporting both teachers and students, particularly during disasters or crises.
