The Independent Commission for Infrastructure (ICI) will recommend charges next week against three more current and former senators linked to flood control irregularities, chairperson Andres Reyes Jr. said Thursday.
Reyes did not identify the lawmakers but said they were apart from Senators Jinggoy Estrada and Joel Villanueva who were earlier recommended for prosecution.
The new recommendations would raise to five the number of senators implicated in the alleged kickback schemes.
The ICI has previously detailed a “chain” connecting lawmakers, engineers, and contractors in the schemes.
Reyes said the commission is still evaluating records and declined to say whether additional House members will be included.
The fifth interim report — covering a paid-but-unbuilt project in Bocaue, Bulacan — has been forwarded to the Ombudsman.
Meanwhile, the ICI has submitted an interim report to the Office of the Ombudsman on a P74-million flood control project in Hagonoy, Bulacan, that government auditors said was paid for but never constructed.
The project, Contract ID 24CC0011, called for a riverbank protection structure in Barangay Carillo.
The Commission on Audit (CoA) found that “no structure was constructed at the location specified in the approved bid plans,” despite full payment being released by the Department of Public Works and Highways (DPWH) Bulacan First District Engineering Office to contractor Darcy & Anna Builders & Trading.
The ICI’s findings indicate potential criminal violations by DPWH engineers Henry Alcantara, Brice Ericson Hernandez, Ernesto Galang, Jolo Mari V. Tayao, John Michael Ramos and Lemuel Ephraim Roque, along with contractor representative Darcy Kimel D. Respecio.
The commission will also recommend the administrative evaluation of former DPWH Secretary Manuel Bonoan and former undersecretaries Roberto Bernardo and Maria Catalina Cabral for potential breaches of the Code of Conduct for Public Officials.
The ICI stressed that its findings are preliminary and liability will be determined by the proper authorities.
Separately, MG Samidan Construction and Development Corp. submitted subpoenaed documents to the ICI. The firm, which reportedly began with P250,000 paid-up capital, disclosed it handled 78 flood control projects from 2015 to 2025 — including 58 awarded between July 2022 and May 2025 under the current administration.
The company said 62 projects have been completed and inspected. Hard copies of additional requested documents will be submitted on 14 November.
