The Independent Commission for Infrastructure (ICI) has submitted its fourth interim report and recommendations to the Office of the Ombudsman on alleged irregularities in a P95-million flood control project in Bocaue, Bulacan.
ICI chairman Andres B. Reyes Jr. identified the project as Contract ID No. 24CC0149 which involved building and improving slope protection structures and waterways in Barangay Bambang.
Speaking at a press conference, Reyes said the project was implemented by the DPWH Bulacan First District Engineering Office through a contractor.
According to the ICI report, which cited findings from the Commission on Audit (CoA), no structure was found at the site specified in the approved bid plans. CoA inspection also noted “unjustified discrepancies” between the as-built plans and the approved contract documents.
“The available records and CoA’s technical inspection showed the project was never constructed at the designated location,” the ICI said, even though the DPWH had released the full payment to the contractor.
The ICI said several DPWH officials appeared to have been “grossly negligent, if not remiss” in carrying out their duties, highlighting a lack of oversight and diligence in managing public funds.
