

CAMP OLIVAS, Pampanga — The Police Regional Office 3 (PRO3) will deploy more than 12,000 personnel and volunteers across Central Luzon to secure cemeteries, transport hubs, and tourist areas during the observance of All Saints’ and All Souls’ Days, Regional Director PBGEN Ponce Rogelio Peñones Jr. announced Tuesday, 28 October.
The large-scale security operation, dubbed “Ligtas Undas 2025,” will run from October 29 to November 5. It will involve 3,000 police officers, backed by 1,000 personnel from the Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), and Philippine Coast Guard (PCG), along with 7,600 force multipliers, including barangay tanods and civic volunteers.
Personnel will be assigned to 664 cemeteries and columbaria, 139 motorist aid centers, and 611 police assistance desks across the region. Tourist spots and major transport terminals in Bulacan, Pampanga, and Nueva Ecija will also see heightened patrols.
PBGEN Peñones said the deployment aligns with the PNP’s nationwide effort to ensure peace and order during high-traffic events. “This ensures peace and order as families honor their loved ones. We’re committed to minimizing risks—from traffic gridlocks to criminal incidents,” he said.
The initiative follows the directive of PNP Chief PLTGEN Jose Melencio Nartatez Jr. under the Enhanced Managing Police Operations (EMPO) framework, which prioritizes crowd control, safety, and emergency preparedness.
Peñones also credited interagency coordination and public cooperation for the operation’s reach. “Our partners and volunteers embody the bayanihan spirit. Their role is critical, especially in monitoring remote areas,” he said.
PRO3 urged the public to remain vigilant, report emergencies through hotline 0998-598-8110, and avoid leaving valuables unattended while visiting cemeteries.
