

The Civil Service Commission (CSC) on Monday announced updated guidelines for filling out the Statement of Assets, Liabilities, and Net Worth (SALN) form (CSC MC No. 2, s. 2013), its amendments, and other SALN-related issuances.
The newly issued Omnibus Rules on the SALN aim to intensify the promotion of integrity and transparency in government. The updated rules replace the guidelines issued under CSC Memorandum Circular No. 2, series of 2013—including all subsequent amendments and related issuances.
These updates consolidate and streamline existing CSC policies on SALN filing, review, and access, ensuring a clearer, more straightforward, and more efficient process that promotes greater uniformity in implementation across government agencies.
Among the key changes is the adoption of provisions under CSC Resolution No. 2400263, which introduces digitalized filing and submission of the SALN, including procedures for online oath-taking, online filing, and digital submission to repository agencies.
This modernization supports a faster and more convenient compliance process for government personnel.
The Omnibus Rules also detail specific procedures for SALN filing upon assumption of office, annual submission, and separation from government service. The CSC noted that this update fills gaps in the previous guidelines, which did not provide clear instructions for new employees or those resigning, retiring, or leaving government employment.
Additionally, the new rules provide specific guidance for filers in legally recognized multiple marriages and remove the requirement for a spouse’s signature on the SALN.
Through these enhanced and modernized rules, the CSC reaffirmed its commitment to fostering transparency, strengthening accountability, and reinforcing public trust in the civil service.
